Do you receive pre-approved credit offers in the mail?
The credit bureaus just made money off of the records they maintain on you. A credit card issuer has purchased contact information for a group of people with credit scores within a certain range, and with certain other demographic information. This is called pre-screening.
Unless you have great credit, and actually need another credit line, shred this application and contact the credit bureaus to opt out of future pre-screened offers by calling 888-567-8688. You'll avoid another score lower inquiry, and reduce the risk of identity theft.
